Local directories and maps, such as the Cannabis Associations Map of Barcelona, can help identify them.<\/h5>\n<\/li>\n<li>\n<h5><strong>Advocacy Organizations:<\/strong> At the national level, organizations such as the <a href=\"https:\/\/confac.org\/\" target=\"_blank\" rel=\"nofollow noopener\"><strong>Confederation of Cannabis Associations and Federations (ConFAC)<\/strong><\/a> lead the campaign for fair, safe, and non-profit regulation.<\/h5>\n<\/li>\n<li>\n<h5><strong>Demonstrations and Campaigns:<\/strong> Activism takes to the streets at key events such as the Global Marijuana March, held every year in May, with demonstrations taking place in cities across Spain.<\/h5>\n<\/li>\n<li>\n<h5><strong>Medical and Social Focus:<\/strong> Various organizations advocate for the therapeutic use of cannabis, provide support to patients, and promote home cultivation as an act of civil resistance.<\/h5>\n<\/li>\n<\/ul>\n\n<h5>CSCs allow members to consume cannabis privately. In the absence of specific national or regional regulation, their legal status remains unclear and subject to case law. Private cannabis clubs therefore operate within a legal grey area, collectively cultivating cannabis for their members in exchange for a membership fee.<\/h5>\n\n<h2><strong>History of the Movement<\/strong><\/h2>\n\n<h5>Cannabis activism in Spain began to gain momentum in the 1990s, around the same time that the E6 research group emerged, and has gone through several stages to reach its current form.<\/h5>\n\n<h5>In 1995, the <strong><em>First National Meeting of Organizations for the Normalization of Cannabis<\/em><\/strong> took place, bringing together different cannabis associations to establish a legal framework for the emerging movement.<\/h5>\n\n<h5>In 1996, the State Coordinator of Associations for the Normalization of Cannabis (CEONC) was founded, launching the campaign \u201c<strong><em>Against Prohibition, I\u2019ll Plant!<\/em><\/strong>\u201d, which helped bring the anti-prohibitionist cause into the public spotlight.<\/h5>\n\n<h5>In 1997, this coordinating body held a public event in Madrid with around fifteen associations and more than 5,000 members represented. By the end of the 1990s, activism had achieved several historic milestones.<\/h5>\n\n<h5><strong>ARSEC<\/strong> (Ram\u00f3n Santos Association for Cannabis Studies), a pioneering Catalan association, had organized the first collective cannabis cultivation for the personal use of 97 members in Reus (Tarragona) in 1993. Although the Tarragona Provincial Court initially acquitted the organizers, in 1997 the Supreme Court overturned that acquittal and convicted four ARSEC members of an offense against public health, invoking the \u201c<em>abstract danger<\/em>\u201d posed by such shared cultivation.<\/h5>\n\n<h5>This ruling, which imposed sentences of four months\u2019 imprisonment and a fine, represented a legal setback, but at the same time it spurred the emerging cannabis association movement throughout Spain.<\/h5>\n\n<h2><strong>The Movement Continues to Grow in the New Millennium <\/strong><\/h2>\n\n<h5>As the 2000s began, the movement continued to spread. In 2003, in response to the growing concern of the government at the time (the People\u2019s Party, PP) over rising cannabis consumption, existing associations joined forces to establish the Federation of Cannabis Associations (FAC).<\/h5>\n\n<h5>The FAC emerged in response to strong statements by PP Interior Minister \u00c1ngel Acebes and the National Drug Plan, which in 2003 even threatened to take action against grow shops and cannabis magazines for \u201cadvocating drug use.\u201d This federation helped create a stronger collective voice in defense of home cultivation and cannabis associations in the face of the authorities.<\/h5>\n\n<h5>The 2010s were marked by the rapid emergence of Cannabis Social Clubs (CSCs) and renewed activism focused on regulation.<\/h5>\n\n<h5>In 2011, representatives of the movement presented the CSC model to the European Union\u2019s Anti-Drug Unit in Brussels, demonstrating the maturity of the Spanish proposal. Broad-based platforms such as the Responsible Regulation Platform (2014) emerged, bringing together associations, scientists, and politicians to promote comprehensive regulation.<\/h5>\n\n<h5>At the same time, however, the institutional response also intensified. In 2015, under the conservative PP government, the Citizen Security Law (known as the \u201cGag Law\u201d) was passed, increasing administrative penalties for possession or consumption in public to \u20ac600 or more.<\/h5>\n\n<h5>That same year, the Supreme Court issued several key rulings against cannabis clubs (the <em>Ebers, Three Monkeys and Pannagh<\/em> cases), establishing case law that considered organized cannabis distribution to be a criminal offense even when carried out on a non-profit basis. This represented a legal \u201ccrackdown\u201d on the grey areas that had allowed CSCs to proliferate, making it clear that those who continued such activities risked imprisonment and substantial fines.<\/h5>\n\n<h5>Many clubs closed or were raided by police in 2016, while those that survived had to adapt by reducing their size and operating with greater discretion.<\/h5>\n<\/div>\n<\/div><\/div><div id=\"panel-5117-0-0-1\" class=\"so-panel widget widget_kadence_simple_image kadence_simple_image\" data-index=\"1\" ><div class=\"kad_img_upload_widget  kt-shape-type-kt-image-shape-standard kt-image-align-center kt-image-widget-widget-0-0-1\"><div class=\"kt-image-contain kt-image-shadow-medium kt-image-shape-standard\"><div class=\"kt-image-inner-contain\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"160\" src=\"https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CATFAC.jpg\" class=\"attachment-full size-full\" alt=\"Federaci\u00f3n de Asociaciones Cann\u00e1bicas de Catalu\u00f1a\" srcset=\"https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CATFAC.jpg 800w, https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CATFAC-300x60.jpg 300w, https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CATFAC-768x154.jpg 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/div><\/div><div class=\"kadence_image_widget_caption\">The Federation of Cannabis Associations of Catalonia is currently the most immediate representative body defending the interests of all Cannabis Social Clubs (CSCs) in our Autonomous Community.<\/div><\/div><\/div><div id=\"panel-5117-0-0-2\" class=\"so-panel widget widget_sow-editor\" data-index=\"2\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<h2><strong>Cannabis Social Clubs: A Pillar of the Movement <\/strong><\/h2>\n\n<h5>CSCs emerged at the beginning of the century as a citizen-led solution to the dilemma of cannabis supply, and their development represented a quiet revolution in the normalization of cannabis use. Despite the setbacks imposed by case law, CSCs have demonstrated their viability and have provided valuable insights into responsible consumption, public health, and the social economy of cannabis. They are one of the central pillars of the Spanish cannabis movement, and any future legislative change will have to incorporate them in some form into the regulatory framework.<\/h5>\n\n<h5>Despite the obstacles, the movement continued to seek ways forward. In 2017, the Parliament of Catalonia passed pioneering legislation to regulate cannabis consumer associations, while Navarre had already taken a similar step in 2014. However, the Constitutional Court annulled both laws on the grounds that they encroached on the state's powers in criminal matters.<\/h5>\n\n<h5>This judicial setback at the hands of the Supreme Court prompted a new political response. In 2021, veteran activists launched the Luz Verde political party at the national level. This electoral initiative, led by historic activist Fernanda de la Figuera (\u201cthe marijuana grandmother\u201d), sought to bring demands for comprehensive cannabis legalization into Parliament.<\/h5>\n\n<h5>At the same time, in 2021 the Spanish Congress of Deputies opened a subcommittee for the first time to study the regulation of medical cannabis, promoted by the Basque Nationalist Party (PNV). This led to an official report in 2022 recommending that the therapeutic use of cannabis be permitted under pharmaceutical supervision.<\/h5>\n\n<h5>Although limited to the medical field, this represented the first institutional recognition of cannabis in Spain since prohibition, marking a legislative milestone.<\/h5>\n<\/div>\n<\/div><\/div><div id=\"panel-5117-0-0-3\" class=\"so-panel widget widget_kadence_simple_image kadence_simple_image\" data-index=\"3\" ><div class=\"kad_img_upload_widget  kt-shape-type-kt-image-shape-standard kt-image-align-center kt-image-widget-widget-0-0-3\"><div class=\"kt-image-contain kt-image-shadow-medium kt-image-shape-standard\"><div class=\"kt-image-inner-contain\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"534\" src=\"https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CSC-pilares-movimiento.jpg\" class=\"attachment-full size-full\" alt=\"Los CSC, como el nuestro, son una soluci\u00f3n ciudadana al dilema del abastecimiento de cannabis, y supusieron una revoluci\u00f3n silenciosa en la normalizaci\u00f3n del consumo\" srcset=\"https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CSC-pilares-movimiento.jpg 800w, https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CSC-pilares-movimiento-300x200.jpg 300w, https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CSC-pilares-movimiento-768x513.jpg 768w, https:\/\/marisana.es\/wp-content\/uploads\/2026\/09\/CSC-pilares-movimiento-272x182.jpg 272w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/div><\/div><div class=\"kadence_image_widget_caption\">Cannabis Social Clubs (CSCs), like ours, represent a citizen-led solution for cannabis supply and brought about a quiet revolution in the normalization of consumption.<\/div><\/div><\/div><div id=\"panel-5117-0-0-4\" class=\"so-panel widget widget_sow-editor panel-last-child\" data-index=\"4\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<h5>In 2023 and 2024, the Spanish cannabis movement remains active. The 26th Global Marijuana March (MMM) was held in Madrid in May 2023 (although on that occasion it had to be turned into a stationary demonstration due to last-minute restrictions imposed by the authorities and a heavy police presence), highlighting the fact that there is still a long way to go.<\/h5>\n\n<h5>Nevertheless, the social normalization of cannabis is already clearly evident. <strong>Approximately 35% of the Spanish population has tried cannabis at some point, and around 800 associations and CSCs operate throughout the country<\/strong>.<\/h5>\n\n<h5>The public debate has shifted from legalization itself to the most appropriate regulatory model (home cultivation, clubs, or regulated sales), and there is growing consensus that prohibitionist policies have failed. Looking ahead to 2026, the Spanish cannabis movement faces new opportunities (such as legislative proposals currently under consideration or potential initiatives in the Senate) as well as challenges, but it is backed by more than three decades of activism and experience.<\/h5>\n\n<h5>Ultimately, we must continue to fight for and defend our rights every day and support political options that are more aligned with our movement, rejecting regressive and reactionary parties such as the People\u2019s Party (PP) and Vox, which are diametrically opposed to promoting the legalization of our beloved
